Many Motorola phone models have a dual USB Connection mode.
If your Phone is being recognized by Windows as a "Mass Storage" device, then the USB Connection mode on the phone needs to be changed to "Data Connection", "Data/Fax", or "COM/Modem". This will cause Windows to recognize your Phone as a "Modem" device instead.
This setting can usually be found on the phone's "Settings" menu. Refer to your phone's user manual for the specific menu location.
Some common models that this applies to are V3xx, V3t, V3i, L7, K1,V9, Z3, Z9 and most models that contain an additional memory card.
