In Vista, why does SyncCell freeze when accessing Microsoft Outlook?

This occurs in Vista when SyncCell and Microsoft Outlook are running with different user account privileges.  Please ensure that both SyncCell and Outlook are running with User-Account access, or that both are running with Administrator access.  The functionality of SyncCell will not change in either mode, but they need to be in the same mode.
